**Act 446 capacity (bedroom, rule of thumb):** maximum workers ≈ bedroom floor area (m²) ÷ 3.6. Exact minima are often in **regulations under section 25**; confirm against JTK guidance, regulations, and your Certificate for Accommodation.

**Typical fine exposure:** e.g. **section 24d(3)** caps the employer’s conviction fine at **RM50,000** for providing accommodation without a Certificate for Accommodation—not multiplied by each worker. **Section 33** adds a possible continuing daily fine for some contraventions. **Section 25** is the regulations-making power (including many technical standards), not a fine section. Verify the official reprint and JTK guidance.
