Technical Room Standards for Workers Under Act 446

JTK Room Capacity Formula (Important!)

Capacity is usually limited by two constraints: floor area per worker and air volume (cubic metres) per worker. The allowed number of workers is the lower value that satisfies both requirements.

3.0 m² Floor Area Rule

Under guidance often emphasised by JTK, minimum floor area per worker in a permanent building is 3.0 m². Example: a 12 m² floor bedroom → roughly four workersfrom floor area alone, subject to officer verification and other rules.

20 m³ Air Volume Rule

Room volume (ceiling height × floor area) determines air space. A common compliance reference is about 20 m³ of air volume per worker. Low ceilings or cramped rooms may make this the binding limit on occupancy.

Mandatory Facilities in Each Accommodation Room

Bed and Mattress Specifications (min. 4 inches)

Workers need safe, comfortable sleep. A mattress at least 4 inches thick is a common checklist reference; ensure mattresses are not damaged or excessively soiled.

Fans, Lighting, and Natural Ventilation

Common Mistake: Exceeding Capacity (Overcrowding)

Adding beds without recalculating floor area and air volume is a leading cause of compound notices. Avoid “paper-only” occupancy — on-site headcount should match records and the certificate.
